No Audio on Programs after return from commercials

I have noticed when a chaeel program is interupted for comercials, there is about 3 seconds after return to the program when the audio is absent. This does happen from commercial to commercial and on all channels. Once the audio returns the audio remains until the program  goes to commercial.  The audio is not out of sync, just muted.
