Recorded programs skip when Router is on??

Okay I've had this problem for about 6 months now and it's driving me insane. Let me explain what I'm dealing with. I'll turn a recorded program on to watch, and constantly thruout the program there will be skipping. Either the sound skips and you miss chunks of whats being said or little black or pixelated bars/lines appear here and there. Sometimes you won't notice it for maybe 15 seconds other times every second it skips.

 

I found out if my router is turned off however then the recorded programs play just fine. There is absolutely no skipping at all.  I used to be able to temporarily fix this by just turning my router on and off enough times and eventually it would stay on and my recorded programs wouldn't skip anymore. Sometimes it takes me well over an hour of just sitting there rebooting the router over and over until it finally 'syncs up' so to speak so I can have my router on and be able to watch my programs without any skipping.

 

However this fix as I said is a pain to deal with because everytime it rains/storms theres a good chance the power can flicker on and off and then I have to deal with the problem all over again. This is what happened today. The power went off and back on twice. And ever since then the skipping happens yet again when my router is on.

 

I should state that I'm using FiOS internet and my recorded programs are being watched via multi room DVR. I've tried rebooting my DVR, tried using the fix option on the menu, and I've obviously tried rebooting the router. I don't know what is causing this to happen nor why sometimes when I reboot my router it fixes it and other times it doesn't. I'm just getting tired of having to waste an hour or longer sitting beside my router flicking it on and off to see if my programs will play correctly or not.

 

I've tried to google this issue, but nothing came up so I hope one of you guys here may be able to help me. I'd really appreciate it
