ONT not receiving power? TV/Internet down

So I am in N Texas where there have been tornadoes and flooding for the last week or so. Thankfully nothing in my exact area except a boatload of rain.

Yesterday morning the cable box flicks off and then back on after a minute or so. My wife and I were lying in bed and assumed power went out. But as we got out of bed and went through the morning we realized all the clocks and other devices and kids alarm clocks all worked normal and showed no signs of power failure. But the FIOS never came back up.

We have a small white box inside the house which has been hidden behind a shelf for years. We also have a box outside the house. Neither show any signs of power.

Here is the inside box if I unplug it and take the battery out and then put it back in:

On the outside box it says if the power light is off to check the power supply.. is this meant for a Verizon tech person? Or is it the white box inside my house? I don't see a PSU outside anywhere.

This has happened once before years ago. I think they replaced the unit inside. If the inside unit is dead, does this make the outside unit dead as well?
